GOI Scheme – Rashtriya Krishi Vikas Yojane (RKVY):
Started in 2009–10. Grants were released for:
• Accelerating dairy development in Bijapur, Gulbarga, Bellary
• Bio-security measures at Nandini Sperm Station
• Strengthening training centres
• Fodder densification units
• Urea enrichment of fodder
• Mineral mixture plant
• Areca sheath powdering plant
• Mobile BMCs, milking machines, chaff cutters, etc.
Multiple programmes are under implementation.
National Programme for Dairy Development (NPDD):
Introduced in 2014–15 for strengthening dairy infrastructure. Proposals worth Rs.2897.08 lakhs were submitted. GOI approved Rs.791.60 lakhs for Gulbarga Milk Union and released Rs.395.80 lakhs.
National Dairy Plan (NDP-I):
Required due to rapidly increasing demand for milk in India. Implemented from 2012–13 to 2017–18.
Objectives:
• Increase productivity of milch animals
• Provide rural milk producers better access to organised processing sector
National Outlay: Rs.2242 crore
(World Bank + GOI + NDDB contribution)
Component A – Scientific Breeding & Nutrition:
• Increase AI coverage from 20% to 35%
• Produce High Genetic Merit bulls
• Improve semen production
• Doorstep AI through trained technicians (3000 technicians, 4M AIs/year)
• Ration Balancing Programme (2.7M animals, 40,000 villages)
• Fodder development, silage making
• Computerized village-level breeding & ration advisory systems
Component B – Strengthening Milk Procurement:
• Investment in village-level infrastructure
• Milk cans, BMCs, IT systems, testing equipment
• Increase number of villages and producers linked to DCS
Component C – Project Management & Learning:
• Computerised information systems
• Capacity building & training of field personnel
KMF Progeny Testing Project (NDP-1):
Launched in June 2012 with an outlay of Rs.2055 lakhs for 6 years.
Implemented in Bangalore & Kolar Unions across 5 districts and 12 talukas covering 650 villages.
Objective: Produce genetically superior HF bulls and improve milk, fat and protein yields.
Organisation Structure (Three-Tier Cooperative System):
A. Dairy Cooperative Societies at village level
B. District Cooperative Milk Unions
C. Karnataka Milk Federation (State Level)
All are governed by democratically elected boards to ensure efficient functioning and achieving organizational goals.
